Tbilisi State Medical University


The University was solemnly opened on 8th of February, 1918 (old style 26th of January), the day of remembrance of the Georgian King David the Builder. Since that, this day remains one of the most significant events in the history of the nation. 

The founders of the Georgian University well understand the importance of introduction Higher Medical Education. The primary initiator of the university foundation, the reverend Professor Ivane Javakhishvili, had been speaking about the reasons of establishment of Medical Faculty “We still need to carry out research on the endemic flora and fauna in our country. Many human diseases have various characters and most are as yet unstudied. Consequently, scientific workers at our University’s Medical and Natural Sciences Faculties have a broad challenge area”.

The first Rector of University Professor Petre Melikishvili was an active supporter of medical faculty creation. On the meeting of “Georgian Physicians and Natural Sciences Society” (12th of October, 1917), he has expressed his opinion about the necessity of opening the medical and natural sciences faculty. 

On February 27th, 1918, University Professors Faculty Council confirmed the exigency of creation of Medical Faculty. In June 17th, the same Council of Georgian doctors and Natural Scientists in the presence of the Chairman Spiridon Virsaladze decided to open Mathematics-Natural Sciences and Medical faculty. 

In June 10, 1930 the Tbilisi State University was reorganized and Tbilisi State Medical University was founded. This has become a powerful stimulus of development Higher Medical Education and Medical Sciences in Georgia. 

Tbilisi State Medical University at the foundation consisted of three faculties: Medical- Preventive (including Division of Stomatology), Sanitary- Preventive and Pharmacochemistry. 

During the 80 years long history of the University in different periods of time were founded and functioning the following faculties: Paediatrics (since 1931), Stomatology (since 1936), Military Medicine (since 1993), Medical-Biology (since1994), Psychosomatic medicine and Psychotherapy (since1996).

To date Tbilisi State Medical University has five faculties: Medicine, Stomatology, Pharmacy, Public health, Physical medicine and rehabilitation.  Tbilisi State Medical University runs four Higher Education Programs: General Practice Nurse, Midwifery, Medical Devices Technician, and Pharmacy Technician. 

The analysis of objective, sometimes revolutionary, political and ideological changes in the country and Society that took place in the decades of the 90’s of the last century, revealed that for the achievement of University goals the establishment of larger space is necessary. The newly acquired autonomy would have been merged with new University structure that was the way for transformation of Medical Institute into University and for that the preconditions were already existed. The Author of this objective and well founded request was Tbilisi State Medical University itself. 

Tbilisi State Medical University from the very beginning found itself in the forefront of overcoming the XXI century challenges of reforming medical education. In 1997 University has already developed a strategy of outcome-oriented teaching methodology implementation. The strategy has been developed on the bases of European experts recommendations. After all, University is a member of the Association of Medical European Education (AMEE), also a member of the World Federation for Medical Education (WFME) and cofounder of the. East –European Association of Medical Education (EEAME).   University is not only the executor of legislative and recommendatory regulations of these International Organizations, but also participated in the recommendations systematization process. 

By 2006, the necessity of implementation already existing Law on Higher Education of Georgia on the one hand, and the need of implementation full coverage of European and global advantages of medical education together with international commitments to reform the system of medical education on the other hand, have put the medical community to face the objective challenges. 

The health care system with the old regulatory and financial mechanisms was poorly manageable. Accordingly, the traditional forms of training of qualified medical professionals required innovative changes. A three-stage system of higher education (baccalaureate, magistracy and doctorate) called for coordination with the process of post-graduate education. All this would make it possible to implement harmoniously the “life-long learning principles”, although it’s clear that the creation of such a continuum requires appropriate material and human resources. 

 By 2007, the faculty of Therapeutic Physical Training and Rehabilitation of the State Academy of Physical Culture and Sport joined TSMU.

Tbilisi State Medical University collaborates with more than 40 Universities and centres; international scientific cooperation instigated to launch of numerous joint projects of International or National significance. 

Nowadays TSMU has employed the highly intelligent, highly qualified pedagogical personnel and scientists. The University traditions, experience, reputation/authority and potential gives hope for its further successful development.

Mission of Tbilisi State Medical University

Tbilisi State Medical University – a Legal Entity of Public Law – is an autonomous higher education institution having the 80 years history since its foundation. Primary goals of the University involve to gain, evaluate, deliver and distribute the knowledge through education and research, aiming at further development and perfection of fundamental and practical basics of public healthcare and medical service. Together with its predecessor – Medical Faculty of Tbilisi State University, the age of Tbilisi State Medical University and higher medical education as well count up to more than 9 decades in Georgia.

The general guiding principles of Tbilisi State Medical University, which govern its activity, are:

- Academic level of knowledge and research;

- Democracy;

- Electiveness and transparency of managing bodies;

- Academic freedom of both students and academic staff.

The relevant coordination and integration of both undergraduate and postgraduate medical education were basically provided by applying the regulations and legislative decrees On Higher Education of Georgia, also, launching of three-step higher education system (Bachelor, Master, Doctor degrees), regulative mechanisms of state healthcare system and analyzing of international experience in medical education additionally made their contribution to the issue.

Tbilisi State Medical University fully recognizes its role and responsibility in determining the social, cultural and economic future of knowledge-based civil, moral society, introducing healthy life-style ideals and providing and supporting to public healthcare in general.

Faculty of Medicine

English-Medium Medical Faculty was independently established in 1996 on  Medical Faculty base. The Faculty of Medicine was established in 2006 on the base of the Faculty of Medicine, Pediatrics, Psychotherapy, Psychosomatic Medicine and English Medical Faculties.

Department of Periodontics and Oral Mucosa Disorders

In 1932-1933 the Faculty of Stomatology of Tbilisi State Medical University released the first cadres of stomatologists, which made up the dental network of the republic. Some of them were trained for educational and scientific work.   

The Department of Surgical Stomatology of Tbilisi Stomatology Institute was headed by Professor A. Ediberidze. The Institute of Stomatology joined to Tbilisi State Medical Institute as the faculty afterwards. From then on the Cathedra of Surgical Stomatology was headed by: Docent A. Zumbulidze, Prof. M. Grigalashvili, Prof. A. Bregadze and Prof. Z. Gvenetadze at present.

From 2006 the Department of Surgical Stomatology was named as the Department of Surgical Stomatology and Maxillofacial Surgery, which now encompasses 2 directions: 1) Oral Surgery and 2) Maxillofacial Surgery.  

One of the essential phases in the history of Georgian stomatology referred to opening of the first high school in Odontology with 4 years study course in 1928, which joined to Tbilisi State Medical Institute in 1930 as the Department of Odontology. Together with other directions, the Cathedra of Prosthesis Stomatology was created the same year, headed by Professor Otto Heine, who was substituted by Professor Isidore Gagua in 1931. The latter managed the cathedra until 1973. In the period of 1973 – 1999, the cathedra was headed by Professor Avtandil Sakvarelidze.   

Department of Therapeutic and Preventive Stomatology of Child Age was established in 1979 as a course. In 1991, the course was rendered in the cathedra. From 1979 to 2006, the cathedra encompassed 3 directions: Pediatric Surgical Stomatology (Maxillofacial Surgery) and Orthodontia. Since 2006 the cathedra was named as the Department of Child and Adult Preventive and Therapeutic Stomatology. The latter unites 2 directions by now: Therapeutic Stomatology and Surgical Stomatology.   

From 1979 to 1992, the course and the department afterwards was headed by Professor Mariam Grigalashvili. Since 1993 and till now, the cathedra and later the department has been headed by Professor Zurab Vadachkoria MD.   

The Department of Orthodontia was created in 2006. The latter was involved at the department of Therapeutic and Preventive Stomatology of Child Age, as the direction since 1979.   

The department of Oral Cavity, Head and Neck Malignant Neoplasms of Tbilisi State Medical University was established in 2007. The department was especially designed for students of Faculty of Stomatology for education in malignant processes and management of maxillofacial area.  

The department is managed by the Head of the Department of Head and Neck Neoplasms at the National Center of Oncology, Full Professor Konstantine Mardaleishvili. In the aim of introducing European treatment standards in Georgia, Mr. Mardaleishvili founded the Georgian – German specialized Clinic of Oncology together with German colleagues in 1995, which now serves as a base for this department.

The Faculty of Physical Medicine and Rehabilitation (PMR) was established in 2007 by decision of the Academic Board of Tbilisi State Medical University (TSMU).

The Faculty of PM&R is the first and still only provider of full specter (Bachelor, Master and Doctoral Level) of higher education in Physical and Rehabilitation Medicine in Georgia.
